PUTNAM COUNTY CLERK MICHAEL C. BARTOLOTTI SWEARS IN 31 NEW CITIZENS AT NATURALIZATION CEREMONY ON WEDNEDAY, DECEMBER 7, 2022

Putnam County Clerk Michael C. Bartolotti hosted a Naturalization Ceremony on Wednesday, December 7, 2022, at 11 a.m. at Bureau of Emergency Services. Clerk Bartolotti administered the Oath of Allegiance to 31 new citizens from 21 countries.

The Honorable Victor Grossman served as the officiating Putnam County Judge and offered court remarks. American Legion Post 1080 advanced the colors, and Putnam County District Attorney Bob Tendy performed the Star-Spangled Banner and led the prayer. Karl Rohde, Director of Veterans Services of Putnam County led everyone in the Pledge of Allegiance. Assemblyman Elect Matt Slater did the welcoming remarks and Dave Gray who is a heart recipient was the guest speaker. The Putnam County Clerk’s Office is happy to offer a new tool to help property owners
protect one of their most valuable assets.

With “Fraud Alert”, you can sign up to receive alerts whenever a document, such as a
deed or mortgage, is recorded under your name. Documents can be viewed online or
at the Clerk’s Office.

“We are happy to provide this free service to our constituents so that they are informed of any recordings or filing that may be made regarding their name in our office”, said County Clerk Michael Bartolotti.

Putnam County Passport Saturday, October 1, 2022

The Putnam County Clerk’s Office is extremely proud to host Putnam County Passport Saturday in October; at its office located at 40 Gleneida Avenue, Carmel, New York on Saturday October 1, 2022 from 9:00 am until 1:00 pm to provide passport information to U.S. citizens and to accept passport applications.

Putnam County Clerk Michael C. Bartolotti is holding this event as a convenience to our customers who need to obtain a passport.

Please note that this Passport Event is available BY APPOINTMENT ONLY!  Information on the cost and how to apply for a U.S. passport as well as the link to make the necessary appointment is available at the Putnam County Clerk’s Website located at www.putnamcountyny.com/county-clerk. Only the applicants and necessary parents/guardians will be permitted to enter the office for the appointment.

U.S. citizens must present a valid passport book when entering or re-entering the United States by air.  U.S. citizens entering the United States from Canada, Mexico, the Caribbean and Bermuda at land borders and sea ports of entry must present a passport book, passport card, or other travel documents approved by the U.S. government.

Putnam County Clerk Michael C. Bartolotti hosted a Naturalization Ceremony on Wednesday, September 14, 2022, at 11 a.m. at Brewster High School, New York. Clerk Bartolotti administered the Oath of Allegiance to 29 new citizens from 22 countries.

The Honorable Anthony Molé served as the officiating Putnam County Judge and offered court remarks. Brewster High School NJROTC advanced the colors, and the Brewster High School Chamber Singers performed the Star-Spangled Banner. Sheriff Kevin McConville did the Prayer and Art Hanley, Deputy Director of Veterans Services of Putnam County led everyone in the Pledge of Allegiance. Carlos Rodriguez, Assistant Principal of Brewster High School did the welcoming remarks and Milinda Mejorado, BSN, RN Renal Transplant Coordinator for Westchester Medical Center was the guest speaker. County Clerk Michael C. Bartolotti Swears in 24 New Citizens at Naturalization Ceremony July 19th 2022

Putnam County Clerk Michael C. Bartolotti hosted a Naturalization Ceremony on Tuesday, July 19, 2022, at 11 a.m. at the Putnam County Bureau of Emergency Services, Carmel, New York. Clerk Bartolotti administered the Oath of Allegiance to 24 new citizens from 17 countries.

The Honorable Judge David Everett served as the officiating Supreme Court Judge and offered court remarks. Sheriff Kevin McConville led the opening prayer, New York State Assemblyman Kevin Byrne, offered welcoming remarks and Karl Rohde, Director of Putnam County Department of Veteran’s Affairs, led the Pledge of Allegiance. Isabella Ciatto presented a rendition of the Star-Spangled Banner” and God Bless America.” The Hon. Judge Sweeny, retired Associate Justice of the NYS Appellate Division of the Supreme Court, was the keynote speaker to talk his personal experience and importance of organ donation. Statement From County Sheriff and County Clerk Regarding SCOTUS Pistol Decision

We realize that the recent United States Supreme Court decision in New York State Rifle &
Pistol Association v. Bruen has left many NYS pistol permit licensees with questions as to the
status of their pistol license, as well as the licensing process in general. Unfortunately, we do
not yet have any definite answers on the local level.

To move forward, we must fully understand the implications and impact of this decision, as
well as its practical application on a state and county level. We must also consider
prospective action by the State of New York, such as new legislation that could affect the
entire pistol licensing process. We will diligently work with our colleagues across
government, both state and local, to accomplish this.

Until we have these answers, it would be unwise and premature to make any significant
changes to the current licensing procedure. The licensing officer for the County is still legally
tasked with approving pistol permits and any changes or amendments to those permits.
Permit applications and amendments will still be processed by the County Clerk. Any
changes to this process will be discussed and announced once finalized.
Though the ruling impacts New York State’s licensing procedure, it does not change other
aspects of New York’s pistol licensing law. To be clear, carrying a firearm without a license is
still illegal in this state, and all other requirements for obtaining a license still apply. It is
important that people understand this to prevent a situation where they might unknowingly
break the law and face possible consequences.

For now, anyone who is seeking to apply for a pistol license or change the restrictions on an
existing pistol license should submit the request to the County Clerk’s Office, where it will
be forwarded to the licensing officer for consideration.

PUTNAM COUNTY CLERK MICHAEL BARTOLOTTI AND COUNTY EXECUTIVE MARYELLEN ODELL BOOST ORGAN DONATION

 

Putnam County Clerk Michael C. Bartolotti and County Executive MaryEllen Odell will be partnering with Donate Life NYS and LiveOnNY during Donate Life Month to increase enrollment in the New York State Donate Life Registry. Donate Life Month is a national month-long observance aimed at raising public awareness of the critical need for organ, eye, and tissue donation, as nearly 9,000 New Yorkers currently wait for transplants.

“April is National Donate Life month, and we are delighted to continue working with Donate Life NYS and LiveOnNY on a countywide basis to encourage residents to become an organ or tissue donor.”  Mr. Bartolotti said, “Putnam County is proud to be one of the many counties throughout the state participating in this important program and I am pleased to partner with County Executive Odell in bringing this program to the attention of our residents.”

There are over 19 million New Yorkers; yet only 45% of adults in New York State are registered donors, compared to the national average of more than 60%.  Bartolotti stated that, “While we are extremely proud that 52% of Putnam County residents are registered donors, we believe we can do better!”

During the entire month of April, the Putnam County DMV office in Brewster will be encouraging New Yorkers to learn more about organ, eye and tissue donation and the impact it has on thousands of New Yorkers. County Clerk Bartolotti will be filling the office with promotional items that urge New Yorkers to make a difference and give the gift of life by registering as donors. Enrolling in the New York State Donate Life Registry is a way to ensure that an individual’s wishes about donation will be known at the time of their death.

“Over 400 New Yorkers die every year due to the lack of available organs.  98% of New Yorkers enroll in the New York State Donate Life Registry through local DMV offices which makes our efforts on this behalf even more important.”  County Executive Odell said, “We can make a significant difference in increasing the numbers of donors through our constant contact with residents, and I am happy to work alongside County Clerk Bartolotti and Donate Life NYS to make their goal of a significantly increased registry a reality.”
